Hi Sistla,
I don't know how you came across this old article. I posted this within a week of becoming a sulekha member. The comments were negligible as you could see.

I have said in this whatever I could say. Without collective action from all concerned, this issue will remain only academic. Has there been any speech or mention about corruption by any politicians in recent years? It looks like they want more corruption. The employees also make their own harvest, not to be left behind!

There is no political will to reform corruption.  Being an IAS you might have tried for it and it seems you could not. Then what about other low level administrators. 
There must be agitation from public or from a social organisation. Ofcourse this also had remote chance since the fact remains there were no such morals. 
Who bells the cat?   God only knows!!!!!!!!!!!!

I disagree. Its shirking responsibility to pass on the blame for corruption in administration to liberalization or politicians. The I.A.S officers are corrupt because they want to be corrupt. Nobody forces them to become bribe takers. They themselves are corrupt. For example, what was the 'compulsion' or 'liberalization pressure' on A.P.Singh to hoard 200 crore rs?

"The devaluation of the IAS as a profession is in part a consequence of the runaway so-called liberalisation of the economy, and the bad press being given to 'bureaucracy' by the corporates. The fact is we can't even run a market economy efficiently without a good administration, which implements laws without fear or favour, to use an old but telling phrase. Gopalakrishnan has certainly added significantly to what we know already about the bane of Indian government. He is rightly concerned about the lack of a policy assault on corruption. The shameless acceptance of corruption from top to bottom is leading to a terrible cynicism, evident in the current articles appearing in Tehelka for instance, with its dramatic record in sting journalism. Young people are losing hope and becoming very destructive in our society because of the corrosion of character in public life.
Today's crackdown by the courts on several long-pending cases comes as a breather".

good blog. Your suggestions to reduce the corruption and improve governance are very valid. But unfortunately, there is lack of political will to carry out administrative reforms.
